Antique Oriental Asian Design Belt Scarf Kimono Neck Stock Buckle w/Cranes/Frog

Neck stock buckle? Knee buckle, Kimono?  No markings, it is NOT magnetic.
Here is a buckle that is very beautifully designed.  Fish, lily pads, stars, and rushes. It has an Asian feel.
1.33 long...1.25 wide. weighs .03.
I can't be certain of its age...late 1800's?
I also could no find anything like this, believe I tried.
The back has some minor flaking noted.
The pattern is quite beautiful, even the background.
This was part of a NYC estate.
Provenance is Sign maker from Scotland, turned Tea Broker in the USA. Emigrated from Europe in 1913, Born 1880's.
